March 8, 2001 Len Sutherland Jay Tutt VSI Construction, Inc. 11751 Troy Lane North Maple Grove, MN 55369 Re: Culver's of Vadnais Heights Volp Development Company's Heights Plaza Shopping Center Dear Len and Jay: I am writing to you to compliment your company on the Culver's Restaurant at Heights Plaza. As you are aware I personally am part of the shopping center ownership and Griffin S.R is the property management company. During the development stage of this project VSI assisted us in costing and material approvals with the city. Throughout this project VSI worked with the Health Department and food service equipment provider to assure accuracy and proper planning for a "no surprises" project. The city's lengthy procedure caused for groundbreaking of this project to be at the end of September. Despite holidays and one of the worst winters in several years, the store opened two weeks early in the second week of January with only sod and bushes to be completed in the Spring. From groundbreaking to customers was fifteen weeks. You are aware that a general contractor who has completed Culver's Restaurants solicited, us for this project after the development stage at permit application time. This contractor lobbied with Culver's Corporate Offices and the franchisee for the project based on past experience, however, I selected VSI because; a) VSI spent the time on the front end to assure that all details were covered with the architect, engineers, and the city. b) VSI has a proven record of delivering on time at the quoted price. c) VSI was equally competitive even with front end time spent. In summary VSI delivers everything their name says and takes the worry and risk out of the development for us, the owner, and the management company.
